Sergeant First Class Wayne Harper is a distinguished military veteran of 22 years, who retired from active duty on 1 November 1998. He was born on 12 January 1958 in Atlanta, Georgia. After graduation from Booker T. Washington High School, he entered the U. S. Army on 15 October 1976.

He has been married to Elizabeth Hoskins since 1984 and they have two adult children, Terrence and Natasha. Wayne and Elizabeth live in the Northampton subdivision in Converse, Texas.

SFC Harper has taught JROTC since August of 2002 and transfer to Wagner High School in July of 2012. He is a graduate of Central Texas College, a lifetime learner and supporter of education and is active in the JISD community for change.
