School Board

What is the job of your School Board?

Your Board of Trustees' primary task is to establish district policy. It is the administration's job to implement those policies and to supervise the day-to-day operation of the school district. Seven individuals form your Board of Trustees. You elect them to four-year terms for which they receive no compensation. Theirs is a service requiring dedication to the district and to the community.

Meeting Preparation

Prior to each meeting, trustees receive extensive background materials on agenda items. By studying this information and asking questions, board members come to the meeting prepared to cast informed votes that will benefit the district's 22,500 students and 3,000+ employees.

What We Do

Your Board is responsible for approving personnel actions, expenditures, property acquisitions and sales, school elections, and legal transactions. The Board's sphere of authority encompasses construction and maintenance authorizations, budget approval, bond elections and sales, tax rates, and the taking of bids on materials, equipment, property, insurance and other items.

By the People and Of the People

Your Board of Trustees has complete and final authority over the Judson Independent School District. Its only limitations are those imposed by the State of Texas, the federal government, and the will of the citizens of the school district. This will of the people is exercised at the polls and election day each year.

Board Members

Suzanne Kenoyer
Board President

Single Member District 1 Rep
Term ends May 2027

Ms. Kenoyer was elected to represent District 1 in May, 2017. She retired from Judson ISD in 2013 after 23 years as a teacher and a curriculum specialist. She is a graduate of Texas State University and Houston Baptist University. Ms. Kenoyer has been a resident of Judson ISD since 1991.

 

Laura Stanford

District 6 At-large Rep
Term ends May 2027

Ms. Stanford was elected as the District 6 Member-At-Large Trustee in May of 2023. She graduated from Trinity University and began teaching Jr. High English/Speech in San Antonio ISD, where she also worked on curriculum development. She moved to the business arena and has been a mortgage loan officer for the past 35+ years. Since 1992 Ms. Stanford has lived in Judson ISD, where her nephew is a freshman.

José A. Macias, Jr.

Single Member District 4 Rep
Term ends May 2025 

Mr. Macias was elected to his 4th term in 2021. He represented District 4 from 2010 - 2019 and was appointed to the Alamo College District Board of Trustees (2019 - 2020). Mr. Macias is a veteran of the U.S. Air Force, a graduate of San Antonio College, and Our Lady of the Lake University. He has an extensive resume as a non-profit administrator and works in the non-profit sector. He is married to Rosie Merced and has two daughters, Venessa, an Ithaca College graduate, and Jillian, a junior at Lamar University.

Monica Ryan

District 7 At-Large Rep
Term ends May 2027


Ms. Ryan was elected as the District 7 Member-At-Large Trustee in May of 2023. She retired in 2018 from the United States Army as a Lieutenant Colonel after 24 years of service as a Military Intelligence Officer.  Ms. Ryan is a graduate of the University of Minnesota with a Bachelor of Arts in English, a graduate of Saint Leo University with a Master’s degree in Business Administration, and a Doctoral Candidate completing her PhD in Education with Northcentral University.  Ms. Ryan is the proud mother of 5 daughters: one daughter is a Judson ISD graduate who attends UTSA, three daughters attend Veterans Memorial High School, and one daughter attends Wortham Oak Elementary School.

Stephanie Faulkner

Single Member District 2 Rep
Term ends May 2025

Mrs. Faulkner was appointed to represent District 2 in 2023. She retired in June 2023 after teaching Physical Education, Adapted PE and Coaching Special Olympics for 31 years. She received her Bachelor of Science and Masters of Education from Southwest Texas State University. Mrs. Faulkner is a Judson alumnus and grew up in District 2. All three of her adult children attended Judson ISD with 2 graduating from Wagner High School. Her family’s Judson roots include her husband of 31 years attending Judson elementary and middle schools. Her sister retired from JISD in January 2023 after 29 years in the district. Her mom subbed at Hopkins Elementary and her grandmother retired from JISD in the late 70’s after opening the library at Kirby Middle School, now named the Elsie Jordan Library.

Debra Eaton

Single Member District 3

Ms. Eaton is a military veteran of 28 years as SFC, United States Army (Ret) and was elected to represent District 3 of the JISD in May 2017. She is a parent, grandparent and great-grandparent of current and former JISD students. She has degrees in Public Health and Business Administration with a Master's degree in Education. She has been a resident of Judson ISD for 25 years.

Arnoldo Salinas

Single Member District 5 
Term ends May 2025

Mr. Salinas was appointed to Single Member District 5 in July of 2024. He previously served on the Judson ISD Board of Trustees for eight years. Mr. Salinas served his country during the Vietnam War and is a former Judson ISD teacher and administrator with over 25 years of experience in education. He holds a bachelor's degree from the University of the Incarnate Word and a master's degree from Trinity University. Mr. Salinas has resided within the boundaries of Judson ISD for over 50 years and is the proud father of two Judson High School graduates.
