Bond 2022 Updates

The Judson ISD Board of Trustees approved calling a bond election for November 8, 2022, in the amount of $345,299,900 million. On November 8, the Judson ISD Community passed Proposition A with 60% and Proposition B with 58%. The passage of this bond is a testament to the hard work and dedication of our staff, families, and advocates who volunteered their time and energy to learn about the bond, share information, and then go to the polls to vote YES for each proposition. This could not have happened without this partnership. On this page, we will continuously update the community on the progress of the bond.

September 2022
Proposition A - Technology/Safety and Security
- Programming of police radios for use on the Emergency Channels is currently being completed and tested by the vendor and Bexar County.
- All district building security camera replacements are complete with the exception of ERC. In Phase 2 of this project, all equipment was ordered and received. Construction and wiring are ongoing at multiple district facilities.
- Internal firewall configuration is ongoing.
- All campuses have been equipped with visitor check-in system.
- Planning continues for door monitoring, intercom systems, and alarm upgrades.
- Phase 1 of Access Control has been completed. Installing new Access Control panels is ongoing.
Proposition B - New School Facilities
- Construction continues for Middle School #6. Contractors have begun pouring concrete and progress has started on plumbing.
- For Elementary School #21, the architect is continuing into the Construction Document phase.
- Transportation is expecting fifteen 71-passenger buses in December 2023.
- New chillers have been ordered and are awaiting delivery for Hartman ES and Candlewood ES.
Previous Bond Update
- Work at Detention Pond is near completion for the Veterans Memorial HS Parking Lot Addition. Foundation has been poured for the band tower and progress has continued on the band performance pad.
- Wortham Oaks ES Modular Buildings have completed utility work, passed fire inspections, and received its certificate of occupancy. Classes have begun in the modular buildings.
- Construction continues on Wagner HS Athletic Improvements with chemical injection for the football field complete.
- Bids opened for Judson PAC Theater Equipment Upgrades. Waiting for board approval.
- Design continues with Coronado Village ES Gym Canopy. Soil testing has occurred and the architect has received the report and is continuing with the design.
- Candlewood ES Phase II is entering its design phase.

August 2022
Proposition B - New School Facilities
- Schematic Design for Elementary School #21 was approved by JISD Board of Trustees in July. Architect is continuing into Design Development.
- Contract Negotiations are ongoing for Hartman ES Chiller Replacement.
- Construction is ongoing on sitework related tasks for Middle School #6, including pier installation at the northern retaining wall, building pad cuts, and selecting fill for the building pad. Rough grading at parent pick-up / parking lot continues and drilling of piers is ongoing.
Previous Bond Update
- Work at Detention Pond is near completion for the Veterans Memorial HS Parking Lot Addition. Work at Retaining Wall continues and major utilities have been extended and are being covered up. The material was brought in to build up the field. Infill of the site is 99% complete.
- Installation complete on Wortham Oaks ES Utility Connection to Modular Buildings. Utility connections are complete and currently waiting for Bexar County Fire Inspections.
- Design ongoing for Wortham Oaks ES Traffic Signal. This project is for the traffic signal at Waldon Walk and Wortham Oaks Blvd.
- Demolition complete on Wagner HS Athletic Improvements. Chemical injection for football field still ongoing. The track is pending chemical injection.
- Request for Competitive Sealed Proposal (RFCSP) was on issued July 21, 2023 for Judson PAC Theater Equipment. Contractor Selection and staff recommendation will be presented to the Board of Trustees at September Board Meeting.
- Design continues for Coronado Village ES Gym Canopy.
- Construction documents are currently 90% complete for Candlewood ES Phase II. Bid documents are due in August 2023. Contractor Selection and staff recommendation will be presented to the Board of Trustees in September Board Meeting.
- Construction on Candlewood ES Phase I Chiller Replacement is complete and chilled water supply lines tie-in will be completed by August 14, 2023. Remainder of project will complete once new chiller is received.

July 2023
Proposition B - New School Facilities
- Construction has begun on Middle School #6, with completion scheduled to be completed in July 2025. The general contractor has cleared the site and grading stage has begun.
- Staff recommendation was presented to the JISD Board of Trustees for approval during the May Board Meeting for the Hartman ES Chiller Replacement.
Previous Bond Update
- All projects from Bond 2013 have been completed. Balance of Bond Funds to be transferred to 2016 Bond.

Candlewood Phase 1 (Chiller Replacement): The general contractor has begun on-site mobilization. (This includes setup of temporary offices and amenities.) The tentative completion of the project set for Fall of 2024.

May 2023
Proposition A
- The district received the RFCSP bids from general contractors for the new Chiller Replacement. At this time, the staff recommendation will be presented to the JISD Board of Trustees for approval during the May Board Meeting.
Proposition B - New School Facilities
- For Middle School #6, a groundbreaking occurred on May 3, 2023. Construction will begin mid-may, with completion scheduled to be completed in July 2025.
- For Elementary School #21, the district began the process of designing the new elementary school by hosting a “design charrette”. This meeting identified the general spaces, square footage, and adjacencies. In attendance were Technology, Maintenance, Safety and Security, Child Nutrition, Curriculum and Instruction, and Facilities Planning, all ensuring that the district builds the best-designed school for our community.
- Design meetings are ongoing for fencing projects throughout the district. This includes gathering information, permitting and fees, phasing, evaluating material availability, and procurement.

Veterans Memorial High School (Phase I – Parking Addition): The general contractor has begun on-site mobilization. (This includes setup of temporary offices and amenities.) The contractor is waiting for the Authority Having Jurisdiction to issue the construction permits to begin work. The groundbreaking ceremony will be forthcoming for a future date with tentative completion of the project set for Fall of 2024.

Wagner High School (Athletic Improvements): During the month of April, the district received the RFCSP bids from the general contractors for the athletic improvements. The staff recommendation was presented to the Board of Trustees and approved during the April 20th Board Meeting. Staff is currently working on final contract negotiations with the general contractor. The groundbreaking ceremony will be forthcoming for a future date with tentative completion of the project set for Fall of 2024.

April 2023
Proposition A - Safety and Security
- In December, the Board approved the purchase of a cameras & visitor Management System. Currently, these items are being installed in the appropriate areas across the district.
- In January, the Board approved the purchase of police-worn body cameras. Currently, these have been installed and implemented throughout the district and trainings have taken place. Also, the Board approved the purchase of rugged laptops for the Judson Police Department.
Proposition B - New School Facilities
- For Middle School #6, proposals were received from general contractors on March 7, 2023. The Board approved the rankings of general contractors at a Special Board Meeting held on March 27, 2023.
- Groundbreaking is scheduled for May 3, 2023. Construction will begin mid-may, with competition scheduled to be completed in July 2025.
- For Elementary School #21, the architect has been selected. The school will be located near Retama Parkway and Lookout Road.
- The design process will take approximately 12 months. The project will be bid on in early 2024 with construction scheduled for July 2025.
- Design meetings are ongoing for fencing projects throughout the district. This includes gathering information, permitting and fees, phasing, evaluating material availability, and procurement.
